Are the chances of obtaining Potential when fusing equips randomly generated?

Also, if I were to fuse two items with Potential (identical items, of course,) will the fused item definitely also have Potential?

There's like 5% chance of getting no potential when u fuse 2 items with pot.

When you craft a new item it has about 25% chance of having potential, fuseing 2 nonpot is also 25%
