They recently added one slot to the shoulder pad to allow you to potential it.

It's 79, so yes, it's third tier. However... I'm not sure how the Maple miracle cubes affect them. The old Maple miracle cubes gave the level 70 equips 3rd tier potentials, I think. But 3rd tier is the highest, so it's probably nothing.

Oh, he has a Fearless Katara, impressive.
