Ever seen a horror movie where there's always some unknown, nigh not-revealed monster?
What about if there were a horror movie where there was no horrorterror, no hell fiend that traipses about in the shadows, no pact with the devil, no axe/chainsaw/machete wielding maniac, no zombies/aliens that attack, none of that.
What if there was a horror movie where the thing that scares is amnesia?
Could that be a thing that might work?

Well, I figure it's an overplayed plot hook/device in so many other genres, why not mix it with the most (in my opinion) contrived genre of film?
Plus, no one'd expect it, or rather, they'd expect more and never get it.

Not really, a film like that would be about person scared by their own memories (or lack of, in this case)
I personally can't see how a film like that could be scary, because any possible scary things would be in past tense.
Perhaps if they were in a scary situation, but they kept forgetting what was happening, but that idea was already used in the recent series of Doctor Who... so...

Yeah, in the latest series there was a scary looking enemy called "The Silence", and their main thing was that anyone who looked at them would immediately forget they existed as soon as they looked away, so they could be running for their for life, but as soon as they looked away they would forget why they were running and get killed

Meh, I was thinking more along the lines of a guy who constantly experiences periods of blackouts throughout his life, which eventually drive him mad and cause him to develop MPD.

YES. This sprung to my mind as well as I read the thread. And as for Doctor Who, for some reason "Silence In The Library" sprung to my mind first instead of the Silence. Maybe a hellish mix of Amnesia and a dash of Slenderman? And to justify his blackouts, make it a medical condition he never knew he had.

Well, it's an idea.
How about it appears to manifest as "something", but it's just your mind (and fear) screwing with you and there's actually nothing there? It could represent a downward spiral into insanity; the more insane you get, the clearer the "something" becomes, and it eventually "kills" you (though you probably die of heart failure or something. inb4 Death Note) if you don't get over it/regain your memories.
