Yes, it is the upgraded weapon. You need the recipe to craft it. The ingredients are a Marx von Leon Hammer, the same amount of VL coins it took to get the hammer (I think) and some new type of crafting ETC. I do not, however, know where to get the recipe. I want to know where to get the recipe for a Fearless Katara myself.

Confusion Fragments are rarer than even Dream Fragments. I have never seen one drop at all.

Thanks for the heads up. Guess I will be hunting for a long time. I'm at 11/200 dream fragments right now, so I guess by the time I have 200 I can have at least one Confusion fragment.

Yea... They are terribly inconsistent. First they release a few unneeded worlds, then they proclaim they are going to do a special kind of merger on a few of the dead ones. After that there is silence and a few tumbleweeds, followed by a flood of even more unwanted worlds.
