23000 / 2500 = 9.20x.
I remember during 8x events, having a Bishop use HS during the event would cause the EXP gain to break and net you that +0 and +1 bit. I believe someone said the hard cap was 10x EXP, but I can't remember if that was true or not. Plus this was back during the first "WB Ring mule" event and that allowed you to theoretically "break the cap" as the WB Ring didn't add to the total due to it being a separate EXP gain by itself.

Regardless, this was pre-BB, we have no idea if this was changed / removed post-BB.
