PvP Ranks

Okay, can someone explain for me:
What factors are required to get a better rank?
Do the ranks do anything?
How much of [insert factor from question 1] is required for each level?

Well, it's really simple: To get a higher rank, you just need Battle Exp. I may be wrong, but I think Battle Exp is the same as Battle points. I mean, the total BP you gather = your Battle Exp.
When you get 3,000 BP you get to Rank 9.
After that, you need 7,000 BP to get to Rank 8.

The rest of the levels, I don't know. x_x

this sounds awful.
I'm not motivated enough to get that much BP if I'm lagging this much.
