I think he was 1 exp short of leveling or something.

I call bull, i was 1 exp from leveling at level 139 and i still only had 99.98.

That is definitely not so, since Big Bang.
99.99% is definitely displayed since then.
The question is whether 100.00% is also displayed, as a rounding error in some extreme situations.
