Hard to say, and with less than 100 bucks, it isnt going to be that great. Main thing to look at is the megapixels. Your should aim for something with around 11 MPs. From there, look at the optical zoom, as this is important for taking distance shots without losing much/any quality. You should be able to find something with maybe 5x optical zoom, maybe even more.
From there, narrow it down to a few cameras, and check out reviews.

Its just going to make the image more uglier than it already is if its like 14.1MP on a VERY small camera sensor (1/2.2" - 1/2.5") Since your budget is only $100, you're not going to be getting a camera with a decent sensor. Also, are you looking for a camera that has a lot of zoom? Plus, do you need manual features or do you just use the Auto function. Also look at the ISO settings. The lower, the better. Although you need to use higher ISO settings with Flash in very low light conditions or in the dark. I suggest maybe 9-10MP on a 1/2.2" sensor point and shoot. Remember, the larger the sensor, the better the camera. Although this has the disadvantage of it being more expensive. Larger sensors also have the advantage in low light conditions, so DO NOT get an el cheapo camera if you plan to do a lot of low light shots. You probably have seen many camera users with those huge lugging cameras.. Those are DSLR (Digital Single Lens Reflex) cameras. Those are the ones with pretty large sensors and take very good photos. But they're in the $600-2000 range (APS-C sensor to Full Frame Sensor pricing respectively). Yay for info from my colleague about cameras.

I'm a complete noob at cameras. The only camera I own is a Canon Rebel XS and I hardly know how to use it. (I only use the manual setting, and the only thing I ever change is the lighting via changing the shutter speed. :/)
My parents have had a digital camera for years, and if I recall correctly, it's only 4 MP, but it still has decent enough resolution to view on a computer. I hardly ever use it myself. Since this is a gift, I won't be able to test it. I haven't been able to go out and buy it yet, since my bike is still broken and needs to be fixed. More suggestions are appreciated. I can go over 100 bucks if necessary, but probably not too much over. (Maybe like up to 125 or 130.) I'm just looking for something that lasts.

Of all the ones $100 or less I like the Samsung PL20 the best. Anyone else have thoughts? I don't know much about cameras.

Im looking into cameras too, hopefully a cheap one around 100 bucks to take to AX next week. At targets around my area, there is a Nikon Coolpix S6000 that is just over 100 bucks (its being clearanced out). It should be a good camera, being a Nikon and all.
Sony CyberShots tend to be pretty decent point and shoot cameras. I have an old old (~6 years old) CyberShot that has a measly 5 megapixels, but it takes really decent images, specially for how old it is. Since you found the Coolpix at both stores, go to Frys with the an image of Targets pricetag, and they should price match, and beat it by 10% (iirc that is). You can do this with any other cameras you find at both as well, but they have to be the same exact model.

Your Canon Rebel XS > All those cameras. If you plan to buy one of those cameras, you're just going to downgrade..
However, if you need a compact Point and Shoot You can get the Fuji Finepix JZ300 Black if you want long zoom range. Get the Nikon Coolpix S3100 if you just want an ordinary compact point and shoot. I myself have a Panasonic Lumix DMC-LX5 which is in the higher price ranged high-end point and shoot cameras.
