It should be available after you get your UA patch with the guild revamp in JMS.

We have the guild revamp.
We found out that you need a lv 2 guild to change leaders.. Well, there goes THAT plan..

50% sure the other person needs to be online to make them a guild leader
Trying to check now. Edit: Yep, guild master change only works when the other person is online in GMS. I would assume JMS is the same.
