Will mages that are above 70 be able to get the special mastery book?

It's the one that makes the skill go from 10 to 30 at a 100% chance. I'd like to max CL.

I think you're confusing the two separate events. One event triggers on job advancements, the other on level 70. Here's the quote from Spadow's blog:

The Maple Administrator will give you a list with available Special Mastery Books or 1 Secret Mastery Book when you completed your 3rd job advancement at level 70. Existing players over level 70 will also get this event quest. ^^
Last but not least, Magicians who are level +120 and level up 5 times from their current level will get the same reward (not the Special Mastery Book) when you advance to 2nd, 3rd and 4th job.
This Boom Up event will end on May 11. I think that’s where the Archer revamp will start in the test server.

About the Mastery Books, you get to choose either the ones that are listed (5 skills, but you get to only pick one) or you could opt for the Secret Mastery Book.

Your first response was confusing to me, then. Just to make it clear: if I have a 120+ mage, will I be able to get one of the special mastery books that takes a skill from 10 -> 30, 100% of the time?

That's fine. CL can probably hit at least twice in the same time that it takes to cast big bang.
