Does it actually cost anything to give away Karma? If not, why can't feil(?) just to a temporary donate to Eos program?

I honestly have no idea what you meant here, but transferring Karma is free yeah.
The passing of Karma to other people is basically to incentivate people to donate.

Yeah. Some of us have Karma left over from other things so we're (more like Zelkova is) creating incentive for people to donate in Eos' time of need. You spend $5 and you get $10 worth of karma. Not a terrible deal.
