Milotic is only obtainable by fishing on dark spots on the water (Basically the same as shaking grass) on Route 1 at a 5% rate.

Better than looking trough 400 spots of water where only 4 of them has a chance of having a feebas in them. And these spots are random and change daily.
And then make the poffins to evolve feebas.
Oh well it's for the best and it doesnt bother me, just a facepalm moment cause i made a level 1 feebas with the just right nature for when i complete black Rolleyes

On another note, Litwick is super tier. It hasn't even evolved and it was able to take out a bunch of the 6th gym's pokemans. Sad
