No to the first question, yes to the second. The quest for the ring is set to expire at a specific date, much like Lilin's Ring and the Explorer Rings (in this case, the Resistance ring's quest expiration would be March 1st at 12:00AM PST). You pretty much have a little over an hour left to make it.

Oh so there's less than an hour and a half left to get the ring. I'm not sure I can make it. Bummer.

Can someone clarify what this means? I've killed the level 90 one 3 times now and hasn't dropped a single thing. I was going to try the 120 one tonight with help from peoples but what does this mean? >.>

Probably implying that Ravana Helms will "drop more frequently now" , according to Nexon.

Though Nexon has done this so-called "drop rate adjustment" before. Not surprised.
