I'd have to say Gungrave. I really don't know why, I just liked it. I'd never seen anything like that before and I haven't found anything quite like that since.

Well, I'm gonna have to say that there are two of all time (Anime) that really stood out as ... practically perfection to me.
First is gonna have to be YuYu Hakusho. It was complete from beginning to end. Had everything too. The romance was perfect, the action is obviously some of the best anyone has seen, the comedy is great and actually laughable, and the spliced in drama every once in awhile is nice to see from all the SHOUNEN S'HIT. I've marathon'd it 4 times (Watched all 112ish episodes straight through) and have just watched other than that twice. I will never get tired of it, it's perfect in my eyes.
Next one is... -looks at avatar and signature- Angel Beats. It's the only anime to ever make me tear up/cry at the end or anytime during. It is probably the only 13-episode anime out there that has the impact it has on some people. It gives you these characters in the first episode that you fall in love with immediately... and takes them away from you like that. But the thing is, you actually feel it when they go away. Third episode, a lot of peoples favorite went away in the saddest but happiest way possible and I kind of just sat there for a couple minutes trying to conjure up what happened. Nerdy or not, the anime has some beyond strong emotional points and for such a short series, it is simply perfection.
And for cartoons, Rocko's Modern Life and Angry Beavers are pretty cool.

Rocko's Modern Life/AHH Real Monsters/Ren & Stimpy - Don't even need to explain how cooky they were.
(debatable) Rocket Power - I enjoyed the setting.
(debatable) All of Toonami (yes even IGPX. This is what's debatable.) - no need to explain why.
Futurama/Simpsons/Family Guy - Staying power. Two were brought back from the abyss, and the other's been around long enough to set records and still keeps up.
Excel Saga - A parody of, well... a lot of sh'it.

Me and my friends watched the first six episodes tonight for nostalgia sakes, and every moment was hilarious. One of the best comedy cartoons of all time, overshadowed by its horrible time slot when it originally aired (11PM~1AM area, Teletoon only, and then eventually Comedy Network when they got the rights to air it a few years after its original run).
You can see the entire thing on youtube though. Too bad the quality is garbage. DVD is better comparatively, but keep in mind it's a (lower budget?) cartoon from 2001.

Animu, One Piece is my favorite but since it's Big 3 it is considered trollbait no matter what is stated so...non-big3, well, that depends on genre, I have favorites for just about every genre. I consider E7 to be the best drama, though most do not classify it as such, and most would put Clannad over anything in that genre anyway. Action, I really did enjoy FMA Brotherhood a lot, especially compared to the all over the place, loose ends everywhere first season. eh, I've seen way too many to break it down for most of the other genres...I really need to get out more than literally once every few months. And by out, I mean out of my room. ;_;
Cartoon, Boondocks, bar none. Megas XLR could have competed if it had not been canceled.
