It's some kind of " ´ " but backwards, it's used in some language(s). I really don't know in what language or the use, but they write some words like this: hòlá. (Though, "hola" is not written like that, it's an example.)

`´ are accents in some languages.
I usually use them in à, á,é, í, ú, ó.
They change the tone of certain words, and have a meaning in some langs.

In SP, you just use them to say f`uck. :o
