Which scroll to use first?
I want to try to get at least a three star item, so which path should I go with first?
By the way, I'm a poor, poor Maple man. So it'll be the cheap and risky versions of these scrolls.

Enhancement. Potential is such a costly but safe system; enhancement can ruin things WAY too easily.

If you're starting from clean items, might as well potential first, then scroll, then enhance, so you can work from a pool of 3-potential equips, and not waste scrolls on stuff w/o that max potential.
If you're starting with scrolled items (or using cheap-to-scroll like 100% overall dex) then use the more expensive scrolls last. I think that would be the potential scrolls, meaning enhance first.

In general, this is the order you want to do things in. There are exceptions though of course.
1. Potential scroll. You're going to have to do this eventually since high-leveled stuff with potential even clean can easily beat scrolled stuff. Since this is risky, you want to do this before you waste your money on scrolls. 70% if your item isn't worth that much, 90% if the price difference between 90% and a 70% is < 20% of the item's value. One exception to doing this first is weapons, where you might want to blow a few up with regular scrolling, since weapon scrolls tend to a huge bonus in comparison to armor/accessory scrolls. Maybe gloves too.
2. Magnifying glass. Obviously, so you can find out if your item is a 2-liner or 3-liner, which should along with your budget determine whether or not you'd stop right away or how much risk you'll take while scrolling.
3. Regular scroll. The risks you take should be based on how much the value of the equipment so far means to you.
4. Enhance. If you think it's worth the risk, or maybe your scrolling didn't turn out too well and it won't be that much of a loss if your item exploded since it would have been a bad item anyways.
5. Hammer + scroll. If the hammers are worth it.
6. Cube + glass. Since cubing is 100% safe and just needs more money to keep doing, this should be done once your piece of equipment is entirely risk-free.
