From what I've gathered, the people that had it change 2-->3 had it change only during a rank change as well.

I've been too inactive. I 90%'d my 153 shiner cross and got it to 2 mods, but that's a lot better than having it explode. Not going to pay actual money for cubing, but if I become more active I'm sure it'll be the first thing I'll try to spend future nx on. It's rare too, so if the above guess is right, hopefully I'll see the day that it hits 3 mods.
