guildy said they were climbing ladders faster, so i hasted and yea, I'm climbing ladders a lot faster. Has this always been this way?

Nexon actually added in an extra kMS patch unannounced that included pq changes, squad system, and rope/ladder climbing based on speed. Here's a google translated version of the offiicial notice:
