I know a gay friend who speaks similar to that.
My gay boss at work speaks similar to that.
My IT professor at the university speaks similar to that.

What do all 3 have in common? They're gay. They have the same squeamish voice.

Who knows. There are so many different reasons for why people act like this. Some gays truly act like this because hey, that's just who they are, so more power to them. Some (the loud, annoying types we all strongly dislike) embrace the culture so tightly (like our friend PhatGayKID here) that they go way beyond the scope of normal into dear-god-make-it-stop. And, like you hypothesized, some gays actually like this effeminate manner of speech and body language - though of course, one shouldn't adopt behaviors they don't truly exhibit just to attract others. Gay is just an orientation; it doesn't have to be an identity, though the common stereotype is that it IS for many.

The bottom line is that the answer to your query differs on a case-by-case basis. Some are, some aren't, some pretend, some embrace and make it their own, and some flame the hell out of it.
