Speiglmann's Pendant of Chaos + Chaos?

Seeing as how Speiglmann's Pendant of Chaos has 1/1/1/1 and 1 ATK with 3 slots, why doesn't anyone bother to chaos scroll them? I mean they could easily turn out 5+Atk. Especially since only Adventurers can attain the MoN. So how come?

Cause Adventurers don't need em, and only Arans have an issue with the no attack pendant problem.

I meant because only Adventurers can get the MoN, Cygnus and the Hero classes could really benefit from this.

No one makes full stat characters, so scrolling for stats is more typical. (Deputy badge)

There aren't many Hero classes yet in any version, and very few people play KoC with an endgame in mind for them. A Deputy Star is a much easier to obtain item and it comes with HP/MP and +3 to all stats, costing no more than 30m to the 130m it costs to scroll a Chaos Pend with a Chaos Scroll.
