It's real. The site is the North and South American branch of the Japan National Tourism Organization (JNTO).

I tried submitting an essay that was EXACTLY 2010 characters and it keeps adding "\" before every apostrophe. >_>

Considering the entry has to be in English, anyone who writes it in JP will be disqualified. Otherwise, I would have written mine in JP too.
