Yeah. That is how MS has always worked. The only thing that plays by different rules is Gach items. However, this pendant clearly isn't from Gach and I doubt Nexon made an exception for it.

No, I have seen 9 and 11 attacks before. 10s and 12s too, but not an 8 yet. I'm sure it exists though.

He/she was saying the range is 8-12, not denying the existence of 9s or 11s. Obviously they'd fall in between.
