Patch Notes! Doesn't look like much.

Sounds like they've added a character deletion process. (I'm not too sure.)

Something along the lines of Request Deletion -> 24 hour "Standby Mode" -> Confirm Deletion.
Only applies to level 31+ characters.
You may cancel deletion process at anytime.

Eh...I mean that's a good thing for accidents but yeah...that's pretty annoying when you're trying to make space for something else or reuse a name =/

In fact, that really screws up mules that hold names ._. unless you can keep them on standby-deletion mode until you're ready to grab that name.

You can delete characters level 30 or below immediately. The "standby" doesn't apply in this case.

Oh right, it does say that, doesn't it!
My bad~

I'd rather see an undo-deletion button, rather than standby. This seems like it'd be a hassle if you're really in need of a slot.

I'm more surprised it took them this long, vindictus has had this for the longest time, as far as I know. It's a nice hacker countermeasure and I'm pretty sur nobody's gonna care after like 2 weeks.
