As you all know, KMST just got a new 5-second cooldown Snipe. That's all well and good when it's maxed, but what if it isn't? Level 30 Snipe is 12 times as effective as level 20, which I think is ridiculous.
So I propose a success rate. Whenever you use Snipe, it has a chance of failing, where no damage is dealt and the arrow shows a 'MISS'. I'm thinking the success rate should start from ~40% at level 1 and reach 100% at level 30.
More specifically, something like this:
Sniping
Description: Attack target’s weak point for massive damage. Unlike mortal blow, if you bring the monster’s hp to 0, it does not give reduced EXP.
Animation: Sniping
Max Level: 30

This would make it a lot more effective at low levels. At level 10, that's still averaging 1 Snipe every 36 seconds, which is much, much better than its current cooldown at 160 seconds. Even with level 1, when it fails more often than not, it's still a vast improvement.
Basically makes a Snipe first build much more viable
