I contacted Nexon the other day asking for some form of compensation considering the fact they sold the pet package knowing their was a issue. They asked me for a screen shot of the issue, which I told the GM to look at the notes they have posted. They then proceeded to close my ticket and sent me on my way to the Nexon forums.

Apparently the quest to allow you to have 3 pets out at once is broken and can't be finished.

I think the quest for the skill is glitched (the skill which allows you to use 3 pets).

it not broken.... I know what is going on it semi broken... only certain pets are allow to accept the quest ... and mostly the new pets nexon gave out doesn't allow the quest to appear

cuz I have this happen to me b4 I got a some new pets and it doesn't show any quest then I change my pet to older version that always been on cs the quest appear. just buy a cat/dog/bunny from cs and the quest should appear.
