l made all quests avaible and i have no quests in progress but i still havnt made all quests so how do i get them?

i equiped the capes already and it dosent give me any new quests =(

so where do i get the last quests?

There's one quest chain that starts when you enter a hidden room with ghosts in the right laboratory. Look on StrategyWiki for more details.

One chain of quests is through a room called "Authorized Personnel Only". You get there by going through the map with the robots on it, forget what they're called. But the one that has the light bulb on them, and the ones with the tank on their back. There should be a little pillar towards the center of the room that you climb up on. The hidden street is accessible through there.
