Different between CoG and ICoG?

Aside from ICoG having slightly higher stats, does ICoG has better chance of getting higher stat?

For example,
CoG has 30% chance +5wa, 50% chance +3wa, 80% chance +1wa
ICoG has 40% chance +5wa, 60% chance +3wa, 90% chance +1wa

Is that possible?
