A question about inner ability

Hi guys. At the moment I have epic-level abilities but I want to upgrade it to legendary. So I shouldn't lock it or otherwise it can't go up to legendary right? However, if I don't lock it, could it possibly drop down or it won't?

If you don't lock it, it can go down.
