Mr. Rangel, for his part, has continued to suffer from the ethical scandals that cost him his chairmanship of the Ways and Means Committee and led to his being censured by the House in 2010. One in five voters said that honesty and integrity were the most important qualities they looked for in a candidate, the poll found. But here again, Mr. Espaillat is not benefiting significantly: Those voters are only scarcely more likely to favor him than Mr. Rangel.
