The delay class associated with Phantom Blow consists of 9 frames at 90ms each. According to the data from this patch, the first 7 frames are 90ms each as before, while the 8th frame has been reduced to 60ms and the 9th frame has been reduced from to 30ms, a total reduction of 90ms from 810ms, leading to a delay of 720ms.

At Normal(6), the delay reduction itself is a 12.5% (810ms -> 720ms) damage increase, but because of how delay rounding works, at the speed cap, the increase should be about 16.7% (630ms -> 540ms).

DBs are just super.

Well DBs aren't the tip top anymore so it's not like they just added a bragging buff for someone like zero or drk.
We are great already, but with no (specifically) 1v1 buffs for this whole "revamp"... I'll take all they give us.
