Connectivity issues

I got a new laptop a few days ago - Windows 8 64-bit, Intel Core i7-3630QM @ 2.4GHz, 16GB RAM (was like $40 more than 8GB lol)

Yet I've had strange experiences with lag/connectivity.
I have no clue how to explain it, so I'll show some speedtest results:

Pretty sure it's the ISP (Roadrunner). Is there anything I can do? Or am I SOL?
All the computers in my house are having issues. We got a new router a few months ago, so I also doubt it's that.

I can barely look up documents for homework, let alone play Maple or Dragon Nest.

I redownloaded the wireless network manager (Qualcomm Atheros Killer Network Manager), and it seems to be fixed.

Going to keep an eye out over the next few days, though.
