Clarification for Unity of Power (Buccs)

Does Unity's stackable effect increase you maximum range by 50,000 or does it increase the damage cap by 50,000? I'm not sure how this works.

Still good to cast if you have stimulate on since you can infinite cast for a while no? 8 secs cd is fairly short, enough to pack a punch for a bit.
