i think accuracy does something now.

My luminous was able to hit mobs at oblivion4 which were 60 levels higher than him.

Granted, not at a 100% rate, but still.

Is the accuracy penalty different now?

No wonder I saw a lv 100- DS at Oblivian 5.
Can anyone shed some light on this?

I think there's a maximum accuracy penalty for level difference.

If that were true wouldn't it be a lot easier to leech low-level characters?

I don't remember what thread it was or who posted it, but someone posted it worked like this:

Level 140 Mob - Lv 100 Character = 40 x 2 = 80% Misses

While true, it caps at the 20? level difference (which would be 40% miss rate). It might be 25, but it does cap.

I remember there being a cap like that after Big Bang, but IIRC it was removed or increased after some time.

The cap arrived when we got the Exp penalties and the Drop penalties. Right around Big Bang, the penalty was 5% per level and it would go to 100%. I can't be certain what the cap is right now, but it does cap at a certain point.
