Once you equip one of those CS items, they become regular CS items, so the only way to share is using the CS Storage only. (So if you are in unique characters you are out of luck)

Does this only apply to the Surprise Style items or all items?

The difference is in being able to trade cash shop items that you haven't used, even if you buy them normally (rather than in a surprise box type of thing).
So, for example, you'd be able to buy the transparent gear package now, and as long as you don't use it, you'll be able to pass it on to your Luminous, months from now.
Or you could buy a cube and sell it in your FM shop for meso, instead of the various scam-prone gifting methods people use now.
