Piece of Ice?

I need it for the hero's gladius quest. How do you get one besides arwen's quests? What drops it?

Phatom Grim watch. They are in the Deep Clock Tower in luda. Its a hidden-street map and the mobs are lvl 122. When you go down the CLock Tower take the right portal at the split.
