Grant's 8 slot herb/mineral bags

Two questions about them

Can you get one of each on the same character?
Can you get them at any time or is it classed as an expiring Event reward?

1 per character. You can get both quests, but he will tell you he already gave you one.
I don't know if it is an event, but I assume so.

Darn I was hoping to get 2 free 8 slot bags for my ores and herbs...oh well 8 slot bags are getting cheaper, which is good.
