(CNN) -- Anders Behring Breivik, the man accused of killing 77 people in a bomb and gun rampage in Norway in July, is insane, police said Tuesday.

He was psychotic at the time of the attacks and during 13 interviews experts conducted with him, they said.

He suffers "grandiose delusions" and "believes he is chosen to decide who is to live and who is to die," police announced, saying psychiatrists had found Breivik paranoid and schizophrenic.

He is accused of killing dozens of people in a bomb attack in Oslo followed by a shooting rampage on nearby Utoya island.

Breivik will still be tried to determine whether he committed the murders, police said.

But under Norwegian law, he cannot be sentenced to prison or preventive detention but can be confined to a mental hospital for the rest of his life, police said.

Experts based their decision on 36 hours of interviews with Breivik, police said.

The extension of Breivik's confinement under a compulsory mental health care order will be reviewed by a court every three years, police said. The court will consider whether he still represents a danger to society.

Breivik has not yet been told of the conclusions reached by the experts who evaluated him, police said. His lawyers are expected to relay their findings.

He will have the opportunity to give evidence at his trial, expected to start in April, police said.

Breivik has been held in custody since his arrest on Utoya island on the day of the killings.

I dunno, if he is actually sane, a mental hospital is almost worse than prison. Having to spend the rest of your life around people that think you are a stalk of corn would be more than a little bit disorienting, he would probably actually go insane after a few years of that.

I seriously doubt they are going to go soft on him, they will give him the worst sentence they possibly can. Even hippies that think everyone deserves a second chance will not be very forgiving of someone like this.

Looks like I read it wrong. But 1 killer in Finland was concluded to be suffering from the same psychotic state as Breivik and because the doctors said he had recovered from it they set him free.

ABB has paranoid schizophrenia, and obviously needs help. He will go to mental hospital, as Norwegian law says. If he gets better, he will go to prison for, most likely, rest of his life.

And no, European prisons aren't awesome. They're made so that you will prevent doing illegal actions when you're released. And, you know, that means you won't have contact with the outside world. No computer, no radio, no cellphone, nothing. You will have the possibility to get visited at most 1 hour every week. And yeah, you're allowed to send and receive letters, but that's about it.

Yea, we should rather just kill him, that'd teach him and other batpomegranate insane people a lesson, i bet they care about the consequences. Those capital punishments work wonders.

This sums it up, and sometimes you're not even allowed to send letters. There is a HUGE DIFFERENCE of what you're allowed to do at different prisons and depending on what you've done, if you were jailed for breaking into a house you're for the most part allowed to do work inside of the prison and have a 'job' to get used to having one and they even let you get an 'education' in order to help you get a better life where you wont need criminality(Education is already free in scandinavia.)

IMHO he should get cured and then locked up in isolation which is very likely.

That's not anything like what I've seen pictures of/heard. I've seen images of friggen 1 bedroom apartments with nice rugs, queen/king beds, a TV, etc.

I've heard that from Cracked...which is really not the most reliable source.

I would also like to point out that for ABB to be released to a prison you'll need 2 psychiatrists to sign a paper that says he's completely fine(assuming norway works like denmark does), and i would like to see the two psychiatrists that'd risk their reputation and name on declaring him healthy, even if he was 'cured'.

You definitely aren't talking about Finnish prisons then. Over here you will get free food (actually more money is used on prisoners food than the free food in SCHOOLS) and you can even play playstation in prison or study for a job. You can work in prison for about an euro/hour, you can then use that money to buy stuff like food, cigarettes, coffee and some other small products. Every prisoner has the right to go out with a guard daily and you can easily get a place in open prison where you can do almost anything, if you behave well for few years. You can also easily escape from the open prison, like this triplemurderer called Nikita Fouganthine did less than a week ago. Now the police is unable to find him and say that he's probably not much danger for people. This guy killed 3 swedes and has escaped the prison 6 times before. Maybe this gives you an image of what our prisons are like.

And it's true what you said about the intetion of prison here. But it isn't really working in Finland. I know way too many cases where Finnish killers have killed someone few years after they got out.

But note that the prisons are very different between countries in Europe. North Europe is definitely the most gentle place for prisoners, looks like Finland has the worst system.

However, if Breivik will spend rest of his life in some kind of madhouse, then I think that's a lot "better" (note the sarcasm) for him than the prison. He could even make some new friends, like Scofield did in Prison Break:

NZ prisoners are treated too well, also. Get in prison and you're set for life. Free food, shelter, medical, dental etc. We have a prison in Milton nicknamed the Milton Hilton. It has underfloor heating...

4/5 prisons in Denmark are a paid vacation establishment paid by the government.
my friend's dad went to prison for 7 months.
he had TV, personal shower, personal toilet, single sell, internet in periods of the day and basketball on outing sessions.

there were a lot of thugs, but they can't fully control the environment.
