Chaos scrolls on Pet Equips

So I just passed a 60% Pet for atk on my permanent panda hat, and I'm just wondering, would I be able to chaos the rest of the slots to get more attack? 1 attack per scroll doesn't seem very effective.

Friend tried to chaos and it doesn't work. That's why the max you ever see is 7 attack.
