The reason why they are rebuilding is because people running CFW were abusing a program made by Team Rebug. Team Rebug made a program that would make your PS3 console become a Dev Console. By doing this, people could manually change how their PS3 accessed the PSN (Namely, the developers way of entering the PSN).

On the Developers PSN, it was found out that Credit Card numbers are not checked for fraud.... so SOME people abused that.
Also on the Developers PSN, it was found that some people could.... look at other PSN members information (Credit Card Information).

That is why the PSN is down.
