1. No, the type of UA you make, establish the skill you get.
2. Nope, you can choose a different job when you create your UA. Shown here.
3. Yes, every branch of the Adventurers class can get the skill. This also includes old Adventurers characters, which they can complete a quest to get these skills too.
4. If you have made a UA, it would automatically have 1 skill point in it. You would be able to max it at level 90, which is 40 levels. However, if you have completed the skill quest given by your respective job instructors, or in short, not an Ultimate Adventurer, it would be impossible to max said skills if you have already reached levels 161 or above. (But I may have saw it somewhere where this was changed, somehow)

20% HP and MP boost is a skill you get when you get to level 120 on your CygnusKnight character, and is passive. It's called the
Empress's Call.
You'll also get the
Empress' Prayer, which increases 4% to your own magic attack and/or attack, active skill
Just one catch to these two skills, you have to gather 10
Peridots, which drops from Hafs and have terrible, terrible drop rates. Then return to the Empress to collect your two new skills.
As for the 10% exp boost, it just simply means that when you level up on your CygnusKnight character, it'll automatically have 10% already filled in the EXP bar. Easy leveling, eh? ^_^

Incorrect, one SP is automatically added into the skill once you've reached every 10 levels. Meaning the special skill would be maxed when you reach level 90 on your UA.
