Hidden potentials

I know that items that can be found can have hidden potential stats, but I'm curious about other items. Can items that you buy from NPCs, or have made through NPCs, have hidden potential? And what about items that you make through Maker? I want to know if it's worthwhile to spend time making gear hoping for hidden potential, or just farm/buy it.

Although my guildy did get a level 80 Lord Pirate hat with hidden potential from the PPQ NPC. (i.e., not a drop from a bonus-stage box, which we already know can pop up potential items).

I saw something in KMS patch note translations that said something about a chance to get potential from maker items. Is this actually true, or a bad translation?

Only thing close to this is obtaining a reward from an NPC with hidden potential, that is possible (at least from PQs). Pretty sure equips you buy from NPCs can't come with potential.

So PQ's can from time to time. What about Gachapon stuff?
