Panic + Coma question

Having just leveled to 83 I decided to put some points in Panic and Coma. Panic description says 290% per combo orb at lvl 1. Coma description says 256% per combo orb at lvl 2. My damage range is roughly 1800-2600. Been trying them both with all 5 orbs and Panic does around 5200-7500 and Coma does around 4600-6600. Isn't that wrong? From what I am seeing it is only doing damage off 1 combo orb not 5. Panic should be doing 1450% damage and Coma should be doing 1280% damage, instead they are both only doing 290% and 256% even with 5 orbs.

What am I not understanding here?
