Quick question regarding Miracle Cubes and Magnifying glasses

If my item is "rare" and i use a cube do i have a chance of it becoming unique or better after i use a magnifying glass or will it forever be "rare". Same question with a unique item, will it be unique no matter how many times i reset it or can it go below or above unique.

It can't go below, only above.
