Question about Big Bang Patch and Adventurer Rings

Hi guys, is it true that after the Big Bang mages and evan's Magical Attack would be a multiplier like Weapon Attack, which effectively makes MA equal to 6-7 int andthus more effective to scroll equips for MA instead of INT; as compared to now where INT would be better because 1 INT = 1MA and INT increases your MP pool?

And also, for an Evan, would it be better to have a Critical Ring or Magical Ring after the BB?
