You CAN get in without the cash shop ticket, it just takes a bit longer.
The regular ticket and the cash ticket both expire so you have to keep either re-buying the ticket or re-doing the quest.

If you can farm the quest pieces though, it'd be a lot more effective to stock up on the broken ticket pieces and just turn them in whenever you need.

Guys, you are all forgetting that is the Test server. the drop rates are multiplied many times over the normal rate. so I don't think this will cause any kind of deflation in the original server (Even more if the boss is restricted to X times per day). It is stupid it drops time pieces though, I wonder what's the deal with it, maybe some storyline tie ?.
