There are programs that specifically 'restricts' access at certain times of the day, yes. What do you mean shutdown from 1 AM - 7 AM? Can't you do that manually? If you mean you want it to shutdown at a certain timeslot when you are not AT the computer, I can show you how. <_< . . . .
1) Hit "Windows" + "R" to open up the Run window
2) Type "cmd", hit OK or hit Enter on your keyboard.
3) As soon as it starts up, type "shutdown -i", which will bring up an interface.
4) To the upper top, it asks you to add a computer name, you have to know your computer name to do this, etc.
5) Add it, and then there's 3 options. Pick "Shutdown".
6) It'll ask how many seconds will the warning be up for, for example, 1 hour is 60 minutes, which is 60 x 60 = 3600 seconds = 1 hour. So let's say, you were "AFK" for a couple hours cause you had to run somewhere. Type 3600 in for 'seconds', and in 3600 seconds, the computer will automatically shutdown.
That's all I can think of that involves DOS.
If you're using a program, you'll have to get something like "Child Blocker" that restricts time of access.

Thanks for your replies! I tried kawasari's solution but I am not quite understanding why my computer wouldn't do that, although that probably is because I did in while I was in a rush.
I will try your solution too, although I am unsure if it really does what I want it to do. I want the program to enable my computer from starting up between say, 01:00 AM and 07:00 AM, so the computer cannot be used during that time. My mother wants to ensure that I won't stay up all night, so I need to 'prove' I cannot access it. I hope that makes it easier to understand.
So in short, I need a program that checks the time at the server I choose, and with that time decides wether or not boot windows (or my accounts).

If you want to prove that you cannot access it, you have to restrict yourself by means of a software/program, or etc. Like I said, get Child-Blocker. Google it up.

edit: also are there any that are free? i've looked up some and many arent free. i just need one to restrict the time of access of a computer

Thanks for your replies so far. I run windows XP (SP 2) so I don't have that child care program vista has.
Anyway, I think I'll go for childblocker or poweroff, haven't had time yet to check either.
