EMS "DC Hacking" Fix

A good amount of time ago, i asked on the below thread to clarify the "dc hacking fix," since dc hacking is a huge problem in windia, and never got a response. I'm hoping that now that more time has passed, some EMS players may know the details of this fix. Original thread is below.

Here's a repeat of my question:

Can someone get more information such as whether this pertains to spamming whispers or spamming chats, and what is this new "delay in the chat"? Is that simply the "Too much chatting can disrupt other players' ability to play the game," which GMS already has?
