ILs honestly don't do THAT good of a job at protecting. They're passable, but they do too much damage to Neo Huroids with Ice Strike and not enough damage with Cold Beam, so they kill those things off too quickly, but if one happened to have froze on top of Romeo/Juliet, they can't remove it fast enough.
Snipers, Marauders and Outlaws are the best protectors, period (Marauder is probably better than the other two). Outlaw's blank shot doesn't do much damage, but their Burst Fire sure does if one ends up stunned on Romeo/Juliet. Ditto for Sniper (though their Blizzard does considerably more damage).
Also, as an outlaw, I found it that while protecting, I can throw grenades on Frankie and co. in between blank shots. It's quite fun.
