Can Raven Horn Baselards come above average anymore?

Every baselard (and most empress weapons) I've seen in the fm are average. I've tried fusing them together 5-6 times, but they always come out average. Is it possible to get one above average?

As far as I know, all equips except shields and kataras lost their stat variation when we were supposed to get additional options (but didn't).

Does that apply to equips that aren't in KMS? Almost every SW weapon I've seen is 2-5 above average.

It applies to everything. The reason Sweetwaters have stat variation is because the mechanism by which you get them (through the NPC), forces stat variation (in this case, purely positive). I believe Gach does as well (but both positive and negative).
