Orbis: Top of the Hill reactor?

Just wondering if this thing has/used to have any purpose in-game? You can click it but nothing happens at all.

It used to be for a Night Lord quest to get the skill Ninja Storm pre-BB. I could swear it was also used for something else.

If my memory serves, it was used to upgrade your maple earrings eons ago.
